Belgium has been operating without an official government for more than 530 days, a modern-day record. However, the wait is over. A new coalition government was formed on Friday, Dec. 2. The six parties tasked with creating Belgium’s new structure finally reached agreement over the weekend, in large part due to pressure from a downgrade of Belgium’s debt by Standard & Poor’s last Friday. Standard & Poor’s lowered Belgium’s long-term sovereign debt rating on Friday, Nov. 25, from AA+ to AA. Standard and Poor’s, citing as the factors for the downgrade, Belgium’s slowdown in exports and its lack of a permanent government. Belgium has had a caretaker government since June 13, 2010. The former government failed due to political divisions between the approximately 6.5 million Dutch-speakers in the Flanders region and 4.5 million French-speakers in the Wallonia region. The following Interview with Mr. Standaert was conducted on Dec. 2 by Margaret Sherman, who teaches courses in both international and domestic law at Georgia State University.
