Pharmaceutical manufacturing company Baxter International recently decided to build its largest U.S. plasma processing plant 40 miles east of Atlanta in Social Circle. “This is what I call high-tech manufacturing, which is even better than the durable goods kind,” said Rajeev Dhawan of the Economic Forecasting Center. Like the recent hoopla over a new Caterpillar plant planned near Athens, Baxter’s announcement promises thousands of more skilled, higher paid jobs. “Caterpillar’s future will be determined by world grain prices and China’s health, and this [Baxter plant] will be immune to that,” Dhawan said.

New Albany-Plain schools lose gamble on interest rates

New Albany-Plain (OH) school-district officials were hoping to lock in low interest rates in 2007 when they entered into a complicated debt deal with a private investment company. But plummeting interest rates turned what was supposed to be a hedge against future rate increases into what appears to be a multimillion-dollar loss for the district. At the time the New Albany district entered into the swap agreement, officials could make the case that they were acting in the best interest of the district, based on the facts known at the time, said Gerald Gay of the Department of Finance. “With hindsight, they may certainly wish they would not have done it,” Gay said. “They’re not alone. I’ve seen stories, lots and lots, of municipalities getting into swaps, (and) when they hit the falling interest-rate environment, they’re on the wrong side.”

Dallas-based Southwest and Atlanta-based Delta Air Lines are waging their 2012 Battle of Atlanta on the airwaves, on billboards and online. Ken Bernhardt of the Department of Marketing said the competing ads are aimed at travelers who aren’t buying solely on price, with each airline showing off what else they offer and appealing to different target markets. Bernhardt doesn’t expect the battle to translate into what many fliers probably hope for most: fare wars. “People who believe that fares are going to be lower because Southwest has entered the market are going to be disappointed,” Bernhardt said. Because of high fuel costs, “you’re going to see them rising, not dropping.”

Last week’s passage of a revised Georgia Sunshine Law now blocks political campaigns, marketers and almost anyone else from access to residents’ email addresses on file with local governments. These lists have become a potential gold mine for political candidates, according to Ed Rigdon of the Department of Marketing. “You take something like this, people who express an interest, it suggests that they’re an activist,” he said. “It suggests they might be a conduit, where if you get information to them, it’s not just them, but they’ll spread it around the neighborhood.”
